The "three reform linkage" of coal power is an important measure for China's coal power industry to practice the "dual carbon" strategy, and it is also an effective way to promote the transformation and upgrading of traditional thermal power generation to new smart thermal power generation. The coal power industry should not only play a role in guaranteeing the bottom line, but also continuously improve the level of clean and efficient development, and the "three reforms" is a key step.
Continued progress was made in upgrading coal power generation to be flexible
The basic national conditions of our country are dominated by coal, which determines that coal power will still play an important role in ensuring energy and power security in a long period of time. At present, coal power accounts for less than 50% of the installed capacity, producing about 60% of the electricity, supporting more than 70% of the peak load demand.
Coal power industry is the key industry of carbon dioxide emission in China's power field. In recent years, the state has frequently deployed relevant work. In October 2021, the National Development and Reform Commission and the National Energy Administration jointly issued the "Implementation Plan for the transformation and Upgrading of National Coal power Units", which further clarified that the flexibility transformation of coal power units should be reformed, and completed the transformation of 200 million kilowatts during the "14th Five-Year Plan" period, increasing the system adjustment capacity of 30 million to 40 million kilowatts, and promoting the consumption of clean energy. In March 2022, the "14th Five-Year Plan for Modern Energy System" was introduced, and it was proposed that "the efficiency of the energy system should be greatly improved" and that "by 2025, the proportion of flexibly adjusted power supply should reach about 24%".
At the same time, many places have also included the flexible transformation of coal power into the key work, and formulated the implementation plan.
In June 2021, the "Inner Mongolia Autonomous Region Coal power Energy Saving and Flexibility Transformation Action Plan (2021-2023)" was released, proposing that by 2023, strive to complete the flexibility transformation of coal-fired power generation units of 20 million kilowatts, and increase the system adjustment capacity of 4 million to 5 million kilowatts.
In May 2022, the "14th Five-Year Plan (2021-2025) of Chongqing to address climate Change" was released, proposing to accelerate the flexibility transformation of 300,000-kilowatt coal-fired units and some 600,000-kilowatt coal-fired units. In the same month, the Implementation Plan of Tianjin's "14th Five-Year Plan" for energy conservation and emission Reduction was released, requiring the orderly promotion of the conversion and shutdown of self-owned coal-fired power units, and the promotion of energy-saving upgrading and flexible transformation of active coal-fired power units.
